Their role includes setting strategic priorities, ensuring financial stability, and safeguarding the organization's mission and values. Trustees act as stewards, making key decisions on policy, budget approvals, and risk management. They also provide leadership, accountability, and guidance to the executive team, helping the organization achieve its long-term goals while maintaining ethical and legal standards.

Sandy BartonSandy has worked for Stanton County since 1987, beginning with 13 years in the Treasurer’s office. She started in Clerk’s office in 2000 and became County Clerk in 2008. She has two married daughters and 2 very active grandsons. She enjoys reading, watching movies, cross stitching and gardening. She was elected to the Board in 2015.

Gary CaspersGary is a lifelong Kansas resident. He moved to Concordia in 1989 and was recently elected to his third term as Cloud County Commissioner. He and his wife, Sheila, have two children and two grandchildren. An avid sports fan, Gary also enjoys reading and studying American history, particularly the Old West and Civil War eras. He joined the KWORCC Board in 2013.

Julie DunkleJulie has served Jefferson County for three years and is the County Clerk and Election Officer. In 2024, she was appointed as a KWORCC Trustee. Julie and her husband, Donn, moved to Kansas in 1994 due to his military orders. She enjoys gardening, caring for Humane Society animals and spending time with grandchildren and other family members.

Stan McEvoyStan was born in Oberlin, KS and raised on a small farm in Rawlins County of Northwest Kansas where he learned the meaning of hard work and dedication. He served eight years on the Oberlin City Council, four years as Council President, before running and being elected Decatur County Commissioner in 2006. Stan is chairman of the Decatur County Commission. He joined the KWORCC Board in 2013.

Rob RobertsRob Roberts has been a Miami County Commissioner since 2008 and serves on several boards, including Kansas Works State Board, Mid-America Regional Council, and KAC. He is also the chief elected official for Southeast Kansas Works and a former chairman of the Kansas County Commissioner Association. Rob and his wife, Marilyn, have one daughter and three grandchildren. He was elected to the KWORCC Board of Trustees in 2015.

Greg RiatGreg was elected to be KWORCC Trustee At Large at the 2020 KWORCC annual meeting held via zoom on October 14th. He was born and raised in Pottawatomie County, and is a fifth-generation farmer in the Belvue area. Greg started with the Pottawatomie County Sheriff’s Department in 1989 and was first elected sheriff in 2000. He served as sheriff until 2019 when he was elected by the Pottawatomie County Republican Party to fill the unexpired term for District 3 Commissioner.

Wayne WiltWayne Wilt was appointed to the KWORCC Board of Trustees in 2019 and is serving his third term for District 1 of Cowley County. He also serves on the Workforce Alliance Board. Born in Winfield, Kansas, Wayne joined the Army after high school and later earned an AA in accounting from Cowley County Community College. He spent 13 years managing a Ford dealership's parts department before joining Albright Insurance Agency, where he has worked for over 40 years. Wayne and his wife, Karen, have three sons, nine grandchildren, and two great-grandchildren.
